'Phineas and Ferb' was so good in helping me through my tough periods during its run, which were many. Still do get a lot of pleasure out of watching re-runs of what was, when airing, one of the few shows on the Disney Channel regularly worth bothering with. Admittedly the later episodes are not quite on the same level as the more creative earlier seasons, but 'Phineas and Ferb' at its weakest still managed generally to be better than a lot of animated shows recently at their best.
Neither "Not Phineas and Ferb" or "Phineas and Ferb-Busters" are among the best of 'Phineas and Ferb'. Both however are very well done, actually thought as a matter of fact that "Not Phineas and Ferb" was slightly more consistent story-wise (personally do not agree with it being bad). There is a lot to like about "Phineas and Ferb-Busters", though it's not particularly original and one subplot for my tastes fares better than the other (which has been the case at times with the show).
There are plenty of great things that both have in common. The animation is bright and colourful, with such vibrant colours that literally pop out at you and beautifully detailed backgrounds. The music is in the style that is not usually my style of choice when listening to music, but it is very catchy and pleasant to listen to. The theme song is irresistible with a melody that sticks in the head for days without being an earworm and with very quotable lyrics.
Writing is very smart and manages to not be too juvenile for adults and not too complex for kids. Both stories are lively and nicely executed, . Really appreciated "Not Phineas and Ferb" for trying to do something different (including not having the titular characters in it directly), even if the whole disguises stuff while entertaining requires some suspension of disbelief.
As has been reiterated already, "Phineas and Ferb-Busters" is good fun and lively, though the main plot is fairly predictable and the show actually did the "Candace finding extreme ways of busting her brothers" type of story more than once in previous episodes. Did like though the teamwork and how she is helped. Personally did find the Doofenschmirtz subplot more memorable, and the Doofenschmirtz subplot in "Phineas and Ferb-Busters" is for me even better than the still entertaining if not quite as inspired one, as this was a fairly different one, in "Not Phineas and Ferb". The one in "Phineas and Ferb-Busters" is also quite dark and has genuine jeopardy, which one doesn't usually see with the show.
Character writing and interaction are on point on the whole, apart from the over the top meanness of Irving's brother Albert and his too cruel treatment of him. Norm's role is touching and Candace's interaction with the girls and Perry and Doofenschmirtz particularly are well done. Cannot fault the voice acting either.
In conclusion, very well done though a case of one episode being great and the other being solid. 8/10.
