Well, it seems we now know the who but not the how or the why.Hugo, Derrick and Suzy are all clearly involved in the people smuggling, although, braining Charlie aside, Hugo does seem to be an extremely reluctant partner. It's a huge anti-climax frankly, they've been dropping hints that Hugo's behind everything for about 200 episodes and it would have been a bigger surprise if he wasn't involved. At least we get an explanation for Bryant's actions in the previous episode which is a bit of a relief given how many unanswered questions there are.
In the midst of all this, we do thankfully get some nice character moments although typically all the characters with interesting story lines like Miles, Aden and Nicole have vanished completely. Xavier's concern for Hugo once he realises how serious things are is a nice moment and once both it seems Angelo is having to come to Martha's rescue. The flashbacks are a bit overdone but necessary in an episode as informed by the past as this one is.
