The Unrated Version features approx. six and a half minutes of extended footage. It's not that surprising that the Unrated Version doesn't offer much more obscenities and revealing moments for the Theatrical Version already contains several crude jokes. The new material is narrowed down to scene extensions which also could have been removed from the Theatrical Version to streamline it a bit. A detailed comparison between both versions with pictures can be found here.
Chris O'Dowd, who portrays Officer Rhodes, is from the Republic of Ireland, (specifically, County Roscommon, in the northwest of Ireland). He is speaking in his normal West Irish English accent. This a bit different from the more common "generic Irish-American" accent often used by US actors. Or the other major Irish Republic accents: the widespread middle class "supraregional Irish English" or South-West Irish English or Local Dublin English (e.g. The Commitments and The Van) .
