Colonel Gordon correctly states, " they are here, they're collecting data, making observations, that's what's in the briefcase, they've been planning for war." While the truth of this statement is unknown to the observer/September at this time he simply continues on observing while those he reports to uses his observations to plan a war that starts after the end of season 4.
