Okinawa is far from Shinjuku in Tokyo, but that is where a police officer from the latter is assigned. The idyllic and tropical island has not had a police officer in a while and many are surprised one has been dispatched now. The officer receives some good advice from his now former boss before departing and his reception at his new station is not smooth.

The orphans have moved in with the new policeman who participates in the school exercise before collapsing from a heatstroke. This leads to the revelation that the island does not have a resident physician. A doctor happens to be nearby when the mayor's mother falls and sprains her leg. The policeman asks him to move to the island.

A resident craves the schoolteacher who spends her days holed up in her room drinking beer and eating spam. The person believes the police officer has his eyes on the comely teacher, but instead the cop sets him and the teacher up on a date. It does not go as planned and the dinner, movie or drive do not materialize as expected.

A girl returns a pursue she has found to the police and receives an impromptu reward for it. She take sit to her school and shows off to her school-mates. The children are impressed and seek to get rewards of their own. This unleashes a chain of unintended consequences that ends up in sadness and shame. The sole schoolteacher ends up cheering the policeman up.

It is a small island and there are not many opportunities for the youngsters. The sole teenage girl has lost hope and does not plan on going to high school. The teenage boy is disappointing his parents. The school itself may have to close down putting the few employees out of work. It is a time for reflection.

The housewives are unhappy with Naomi and the service her bar provides their husbands. An old newspaper article also offers the residents more information on the bar owner's background. With scant business it is left up to the islands's only policeman to offer his support. The school teacher is considering a student concert.

The unexpected visitor to the island and its only policeman is there to ask the cop to return to Shinjuku, Tokyo. He is adamant and none too friendly to either his former subordinate nor to the local islanders. Naomi is the hostess to the policeman from Tokyo and a number of the locals when the conversation turns serious.

The island is losing its scant population and things are about to get worse as the mayor and principal receive word from the prefectural government. This prompts a few residents to spring into action and try to attract more visitors to the island, which in turn may prompt folks to move there.

An unexpected visitor returns to the island and is immediately welcomed, but he is not having it. None of the emotional reception sways him. He is invited to a reunion at which the policeman is not welcomed. There is regret everywhere. The school teacher appears at the police station and is in a state of uproar. The boat is not departing.
