After an explosion in Stanford, CT. kills 600 bystanders, sentiment for superheroes reach an all-time low. The government calls for a Superhero Registration Act, where all superheroes are required to register with the federal government as a "human weapon of mass destruction", reveal his/her true identity to the authorities, and undergo proper training. However, not everyone is satisfied with this law.
