Storyline

A Kuwait veteran marine is tortured to death on a New York construction site. The case is quickly linked to L.A., where he was to deliver $250,000 cash for the sale of a terrible bomb to terrorists. Gibbs, assisted by tech whiz Mcgee, is ordered to join the LA Special Ops team, whose chief Lara Macy, his ex, has the lead. Tony remains in charge in DC, and soon suspects Ziva's strange behavior and meetings with a mystery Israeli, who later enters the investigation and identifies himself as Mossad Officer Michael Rivkin.

Goofs

DiNozzo says that 24 volts isn't enough to electrocute somebody. This is not true. Current (amperes) is what electrocutes not voltage. You can get electrocuted by a 1.5 volt AA battery if the conditions are right.
