Vic and Yolanda Flores owned this horrible Mexican Restaurant back in 2008. After Chef Ramsay was there, somebody got stabbed at the restaurant, and the IRS closed it down and took possession due to back taxes. All this happened before the episode aired on TV, so there was never any follow-up visit.
By far Fiesta Sunrise wins as the filthiest restaurant ever on Kitchen Nightmares. The refrigerators were full of roaches, mold, rancid food, and every other possible hygiene violation. It was literally a miracle that customers of Fiesta Sunrise had not died of food poisoning.
Vic Flores was the main culprit. He managed the restaurant and was basically scamming his wife and his step-daughter Patti to keep the restaurant open. He hired cooks and others that did not do any work. Either they were incompetent or just plain lazy like Vic. It was not very clear why the kitchen was such a trainwreck. Nobody listened to Ramsay, because they all pretended to have a language barrier. It seemed like the staff relied on the language issues to avoid working.
Bottom line, this place was a disaster, and it seemed very doubtful that it could succeed regardless of Ramsay's help. In fact, it crashed and burned very soon afterwards.
