Hillary and McCain are members, the committee is correctly identified as armed services committee, however, during the hearing, the C-Span title on the screen says "Senate Foreign Relations Hearing", which is a different committee (which also held a hearing of Gen Petraeus, but at which Sens Hillary and McCain did not and would not have participated, as they aren't members (unlike Sen Obama)).
