Warner Bros. was concerned about the dark subject matter and demanded the production team come up with a "lighter, softer" version of the film. It wasn't until test audiences gave the edited version poorer test scores than the original version that Warner Bros. let them release the film in its original form.
Filmed around the same time as the 2009 film "Paul Blart: Mall Cop". Despite the comparisons, the cast and crew of both films kept in touch with each other during production to avoid being too similar.
In Germany, the title was changed to "Shopping Center King". "Observe and Report" has connotations of surveillance, which has had devastating consequences for many Germans through the years, and thus was considered inappropriate for a comedy.
