During the German occupation of the Netherlands, Tom lost both parents. The home city Catholic orphanage can't handle the embittered knave, so he's handed over to his maternal uncle, Frisian protestant farmer Tjerk Verhoef. Fitting in is hard, and his openly vindictive temper towards the Germans can endanger everyone. Tjerk's father in law finds a positive project for the boy: a neighbor's shepherd dog pup, Snuf. Both puppies bond instantly and seem to share a daredevil hatred for Nazis, which gets demonstrated in a terribly dangerous way.

Friendly farmer Dries helps Tom and Snuf escape the vindictive Nazi officer's grenade. At home, Tom discovers Tjerk's family listens to the forbidden Oranje radio from London. When an RAF plane is shot down, Snuf's nose helps Tom find the surviving Dutch bomber, Haaksma, hiding in a marsh shed wit a wounded hand. Snuf takes a message home, so uncle Tjerk and Bauke can come get them, but there's a German river patrol.

Even now he and Haaksma got rescued and the bomber gets to hide on the farm posing as student-laborer, Tom remains rebellious, treating uncle Tjerk as a coward. Hero Haaksma however is allowed to teach vindictive hothead Tom the wisdom of safety first, and helps train Snuf. During a German raid on moonshiners, a fleeing farmer is shot. Tom helps his refugee Myriam escape, but in the process Snuf gets caught and is badly shot while fleeing, buts pulls trough.

Tom feared Snuf dead for a month, but he was nursed to health by a kind sailor and finds his way home. The Germans search the farm and arrest both men. Hiding, Tom finds out they were betrayed by Dries, who also agrees to impersonate a resistance member to trick the approaching Canadian troops into a marsh trap. Tom, Snuf and Myriam make a map and warn the Canadians. Haaksma is there, so they are believed and Tom is given a uniform to partake in the town's liberation. Tjerk was taken to the provincial capital prison, but kind soldier Dieter informed his wife, so he can be found and freed too.

The liberated Frisian village seems at peace. The gamekeeper however gets knocked down and robbed of his shotgun after stepping into a game trap, hunting down a cloaked figure. He believes it's the legendary 'flying Volvkert', an illusive ruthless robber from the post who survived even troops and fire. Checking up on the cabin, Tom comes across such cloaked figure but has to dash ff to a lighting-struck farm. Tom saves the farmer, faints going back for his wife but is pulled out by Snuf.

After Tom saved the farmer from his arson barn and Snuf smoke-succumbed Tom, both are celebrated as heroes. The villagers now fear seeing hooded Vliegende Volcker everywhere, but only get hold of a prankster. Captain Brandenburg is back and enlists Tome and Snuf to help him solve the mystery, having found traces on the church tower. While Snuf's nose leads the captain into the swamp, they are shot at.

Searching for Volckert in the reed marsh, Tom gets stranded as his raft is stolen. Snuf gets home and leads captain Brandenburg, who was already worried, but is shot at. In town, more criminally shed blood is found, feeding the terror. The captain finds a meeting of surviving robbery victims, obviously liars, one of which owns the gun abandoned in the marsh by Volckert, as suspicious as the mayor's uncooperative attitude to his request to consult municipal archives, which the town clerk eagerly but illegally grants the handsome man.

Brandenburg find the migration records very interesting. Snuf being indispensable to search the marsh again, Tom gets to come along. Snowshoes indicate how Volckert 'flies' over the water. Snuf and Tom rescue the captain from quicksand, but the all fall into the fiend's underground treasury. Ultimately, the fiend is caught and unmasked, his motive surprisingly personal.
