With only an honest newspaper, honest judge, and a Citizen's Safety Committee on Earp's side, his clamp down on crime is hurting the Clanton gang and in turn the Ten Percent Ring in Tucson. Old Man Clanton goes to Tucson to complain and make his ten percent payment. The ring leaders agree with Clanton saying they have a plan to change things but Clanton must be patient. The plan is to split the eastern part of Pima County off to make the new Cochise County with a new sheriff. Sheriff Johnny Behan arrives in Tombstone to investigate the situation there. He has the interest of the Safety Committee by suggesting he can get matching funds for a real hospital. He lets Earp in on the news that there will be a new Cochise County with the hope Earp will run for the office of Sheriff. Earp doesn't believe he has the support but Behan tells him he can improve his standing with the citizens. A stagecoach robbery with a murder appears to give Earp that chance but Doc suspects a setup. Earp with Doc and Shotgun arrest the bandits but events during the return to jail lead Earp to believe Behan may have an ulterior motive.
