Earp's crackdown on crime in Tombstone is causing big problems for the Clanton gang which in turn is hurting the Ten Percent Ring in Tucson. Old Man Clanton learns there is a plan a foot to change things but he must be patient.

With only an honest newspaper, honest judge, and a Citizen's Safety Committee on Earp's side, his clamp down on crime is hurting the Clanton gang and in turn the Ten Percent Ring in Tucson. Old Man Clanton goes to Tucson to complain and make his ten percent payment. The ring leaders agree with Clanton saying they have a plan to change things but Clanton must be patient. The plan is to split the eastern part of Pima County off to make the new Cochise County with a new sheriff. Sheriff Johnny Behan arrives in Tombstone to investigate the situation there. He has the interest of the Safety Committee by suggesting he can get matching funds for a real hospital. He lets Earp in on the news that there will be a new Cochise County with the hope Earp will run for the office of Sheriff. Earp doesn't believe he has the support but Behan tells him he can improve his standing with the citizens.
