The Mark Gordon Company is developing a terrorism crime drama for ABC, hailing from scribe Michael Finch and “Hostages” co-creator Jeffrey Nachmanoff who will direct the pilot, Variety has learned exclusively.

Finch, Nachmanoff, Mark Gordon and Nick Pepper of Mark Gordon Co. will all serve as exec producers.

The project is loosely inspired by the achievements and expertise of Ray Kelly, the longest serving Police Commissioner in New York City’s history. Their target is a man who knows everything about terror because he was designed to sow it. Two of these people know each other intimately — but not the ones you think, or in the way you think.
