This film exists and is available on Youtube in a French copy, apparently from 1925 with the English title "His Best Friend".
Snooky and Fido (not the habitual toy dog but a collie of some sort) live with a rather strange bohemian family where the henpecked husband does the washing and incidentally works the fan (to which he is attached) while the wife rests u in hammock and the daughter and baby son play with various pets (including a pig and a lamb).
Snooky rescues the baby with the help of his sister when he is carried off by an escaped bunch of balloons and yet again when he wanders off into the lion's cages in a nearby zoo. The father is meanwhile disporting himself with a troupe of dancing girls who have mysteriously appeared in the vicinity and Snooky arms himself with a camera to record the scene for the benefit of the wife who keeps her husband prisoner in the lion's cage until he is prepared to come out and face his punishment (from a large club that Snooky has conveniently provided).
That this is this film is confirmed to some extent by a poster that exists for the film which shows Snooky wearing the same hat he wears in the film holding a camera as well as the poster featured on this site showing the hapless George Rowe in the lion's cage while the vengeful Eva McKenzie looks on
