Raines "discusses" the murder of a young Mexican man with the victim, who at first appears as his corpse did -- bloated and half-eaten by fish. Once he is identified, the dead man turns out to be in the US illegally, with his wife and young son. He was searching for a successful Latino politician opposed to illegal immigration, and it seems to Raines that the dead man was a hit man who may have got what he deserved. Meanwhile Raines is forced to meet with a counselor when his co-workers worry about his habit of talking to himself.
Raines investigates the death of a man found floating in a canal for a week.
