You can tell that he wants to, especially when Victoria tells him that Maggie was her first friend. She has just had a chat with Carolyn which started out nice then turned into an argument, but fortunately by the end of the episode, they will make amends. Of course she feels justified over Victoria's agreement to be her mother's witness, but her conversation with Joe makes Carolyn take a look at herself. I disagree that she is often cruel, perhaps because there have been worse poor little rich girls on the soaps, and Carolyn is simply a victim of the Collins curse that has her often not making the best decisions.
There's also another mention of Dr. Julia Hoffman, having off-screen had her first session with Maggie, and that gives hope that she'll pop up soon. It comes up in a conversation between Sam and Joe, indicating that Maggie will make progress and hopefully they can reveal the truth that she is alive sooner rather than later. There's not much by the way of plot development, but episodes like this are often necessary because they show the emotions of the characters involved even if there is little story.
