In Washington, DC, a pair of Metro cops stop a Russian-speaking driver for a traffic violation; the driver unsuccessfully reaches for a snub-nosed revolver, recently fired; promptly a third car crashes into the cop car; the last person, a Navy chief petty officer, while dying, wrote the letters NCIS in his own blood; a bag of quarters spill onto the pavement from the last car; predictably, Gibbs and company investigate. Abby produces good stuff, but Ducky runs into a bad problem. Gibbs calls Franks in Mexico, and he lends a hand; then an official from the DHS makes a strange request. Negotiations and deals ensue; Gibbs, Franks, and others wrap up things. Written by

We are shown the back patio area of Gibbs's house - a very rare glimpse of any part of his home other than the basement. See more
In the first time Gibbs interviews Puchenko, DiNozzo and Ziva are watching by the see through mirror. When Gibbs leaves the room, we can hear the door opening and closing, but the monitor beneath DiNozzo's arm still shows Gibbs inside the room, in front of Puchenko. See more
