In Washington, DC, a pair of Metro cops stop a Russian-speaking driver for a traffic violation; the driver unsuccessfully reaches for a snub-nosed revolver, recently fired; promptly a third car crashes into the cop car; the last person, a Navy chief petty officer, while dying, wrote the letters NCIS in his own blood; a bag of quarters spill onto the pavement from the last car; predictably, Gibbs and company investigate. Abby produces good stuff, but Ducky runs into a bad problem. Gibbs calls Franks in Mexico, and he lends a hand; then an official from the DHS makes a strange request.
