Reformed ex-con Martin Haggard (who suffers from diabetes) is abducted by Peter Barker and Jack Dunning, two former cell-mates who have been ordered to prevent him from testifying against a crime syndicate boss named Bixby. They cruelly lock Haggard in a shed in a remote area, knowing that he will suffer a fatal diabetic shock within hours if he is unable to obtain his insulin. Haggard's frantic wife Joan contacts the Highway Patrol and identifies Barker and Dunning as the likely abductors. Officer Dennis apprehends the two, but they refuse to admit their culpability. They watch developments with cold amusement, since they are confident that Haggard will not be located before the fatal shock sets in. Dan Mathews and Officer Dennis are able to narrow the search to four areas, but they are well aware that they have little time and they must search frantically in a desperate attempt to save Haggard's life. In the constant war against crime, law enforcement agencies move quickly and efficiently against the enemies of society, and often the Highway Patrol move just as quickly and just as efficiently to prevent a crime. On the morning of June 17th, Jack Dunning and Peter Barker, hardened criminals who had a long record of arrests, came to Cedarville to visit an old cell mate, Martin Haggard.
