A group of genetically enhanced soldiers led by members of the elite special forces unit FOXHOUND has lead an armed uprising on a remote island in Alaska. This island, codenamed 'Shadow Moses', is the site of a nuclear weapons disposal facility. The terrorists are threatening the U.S government with a nuclear reprisal if their demands are not met. Former FOXHOUND unit member 'Solid Snake' is forced out of retirement and dispatched at the request of an old comrade in arms, Colonel Roy Campbell, to penetrate the terrorists' defences, rescue the hostages and neutralize the threat. But as the body-count of both foes and hostages rises amidst questions over the true nature of the terrorist's demands, Snake begins to doubt his true mission objectives and even his commanders.
