Thomas Nast not only invented the Democratic donkey and the Republican elephant. He invented the Tammany Tiger, to represent the ferocious depredations of New York's Democratic machine. In this case, the men in formal black represent the reformers who joined with Seth Low to bring down Tammany.
Low has served as mayor of Brooklyn before its amalgamation with New York. He was winding up his term as 92nd mayor of New York, and this short indicates what the film makers thought about his chances of second term.
