The initial area covered by the Tollan's weapon displayed on Carter's map does not match the 38 that she suggests would cover the entire Earth. The first display is a square, a weapons firing area is an arc which on a land based cannon would be a circle and not a square.
According to the size of the square for weapon coverage range. The USA doesn't need more than maybe two ion cannons. Of course, protecting the entire planet, not just the USA, is the goal (from the Earth's point of view, anyway) of this deal. See more
