When a key informant tells MI-5 that 20 explosives devices have been smuggled into the country, they prepare for what they fear will be a major terror campaign. The first victim is Karen Lynott, a family planning doctor. When her husband, also a family planning doctor, reveals that they have been receiving threatening letters, the Security Service focus on anti-abortion activists. They are particularly interested in a American, Mary Kane, who is a fugitive from U.S. justice and whose husband is about to be executed in a Florida prison for killing an abortion doctor. Through Kane, they hope to uncover the entire British network but a problem arises when the CIA want her returned to the U.S. immediately.
