Why Didn't He Just Ask?

A researcher plays fast an loose with a huge computer that has been developed to translate languages. The head of the program finds incriminating evidence that the computer has been tampered with and brings in a security guy. When they find the guy, he confesses that his wife is ill and he has been using the computer to investigate the odds of treatment for his wife. Of course, first they go to his house, search his closets, go through his underwear drawer, etc. There seemed to be no laws covering probable cause in these days. Who was given this authority? Anyway, this is what the episode is all about. One thing I would like explained. There is a plug that is put into one of the panels. For some reason, they use solder to plug it in. Why?
