When a news story interrupts a poker game, the Outlaws recognize a symbol they'd seen on a tattoo. In their short history in 1986, it's not really clear where they encountered the guy, who's alleged to have attacked a lady TV evangelist and killed her chauffer.
So for some reason, off they go to New York in pursuit of the man, there teaming up with a police detective who doesn't mind them walking around the city, completely unauthorized, with their six-shooters. LOL
A typical gunfight ensues where the maniac opens fire with an automatic weapon and misses everyone while the Double Eagle detectives alternate between standing in the open in a line and scrambling for cover behind barrels.
In the meantime, there are some scenes with the lady evangelist and an attempt to convince her to return to her roots.
This was not a well-thought-out effort from the writers.
