Storyline
A budget crisis in the state legislature freezes the paychecks of all city employees, including the court staff. Harry faces his own crisis when the law forces him to side with a sleazy landlord against a poor cleaning lady and her unstable son. When the son is shot during an attempted armed robbery, Harry quits. Written by

The Wheeler family characters would be brought back in a later episode as part of a public apology of sorts from NBC to the citizens of West Virginia, after residents of the state called and jammed NBC's switchboard the night and day after this episode aired. The Monongahela River Valley of the state had (a few weeks before) experienced a severe bout of one in one hundred year flooding, destroying homes and property.
