"And here's Bill McNeal with The McNeal Perspective"

Matthew got injured for goofing off with Joe by knocking a coffee cup on top of the lights and cut his hand. Unfortunately, he does not have health insurance. Dave, Lisa and Mr. James tried to pass it off as workman's comp and tell Matthew to lie, but Matthew didn't want to.

Meanwhile, Bill tried to make Dave sign off on his McNeal Perspective, but got interrupted. Therefore, he went on the air with it without Dave signing it off and he shared his perspective on another broadcaster saying that word twice at 9 in the morning.

He did it again the next day and shared his perspective on fining people who use obscene language.

By the time Dave apologized to Bill, he told him that the station were fining Bill for using obscene language himself.

Fact: This episode was produced for Season 2, but was delayed until the next season due to Phil Hartman's character Bill McNeal repeatedly using the word "penis".

When the episode finally did air, some instances of the word was edited out.

Mr. James' lawyer Roger is played by the late Norm Macdonald, who passed away last year and plays the character well with his dry humor.

As for Phil Hartman, he did very great.

Favorite quote: Bill: "Freedom of speech is one thing. The word penis is another."
