Lonely, petty officer Justin Dobbs (a decorated Navy Corpsman), died in combat in Iraq. Some time before he died he sent his last will (a key and a code to a storage room) to his school friend Emmy Pole. Inside, in his car booth, an 18 year-old woman's body is found, strangled as the autopsy concludes. She's identified as their long missing Richfield high-school mate Norah Webb and local police always suspected him. Later, Emmy commits suicide in the parental home bath. Nora's parents are strangely uninterested. The Navy Secretary wants a ruling within 24 hours to approve or deny Dobbs a Silver Star, craved by his USMC unit. Meanwhile DiNozzo fantasizes about Kate and Abby's long-planned luxury spa weekend, which is now canceled, and worries about his stolen car, which is used by robbers in Kentucky.
