Storyline

A Marine sentry on patrol finds a pair of amputated legs of a young woman in vegetation in a woodsy part of a training area aboard the Marine Corps Base, Quantico, Virginia; Gibbs and company investigate. Ducky and Abby regretfully find evidence implicating Tony; Jen turns over the case to the FBI, and Gibbs requests that Fornell take charge. It appears that someone, a highly qualified professional, has framed Tony. Abby expresses much personal concern. The team check out the many people who have gripes against Tony for having caught them, arrested them, or put them away.
