This episode opens with Crockett and Tubbs attending the demonstration of Havoc; a new non-lethal weapons system which can disable a vehicle in a similar way to how a Taser disables a person but without the wires. The demonstration is interrupted by three armed men; one of them is killed but the other two escape with the weapon. A lead takes Crockett and Tubbs to a local marina where there see a known arms dealer; they can't make an arrest though as the man selling him the weapon wants more money to now. Things are further complicated when it turns out that the thief the son of Albert Lombard, a former gangster, who everybody thought was dead but had in fact been on the run but has now returned to Miami and his old enemies still want him dead. Crockett and Tubbs are surprised when they learn Lombard is still alive; they try to arrest him but by the end of the episode they are working with him to retrieve the weapon and deal with the man trying to kill him.

This is the first of four episodes that come after the official finale if you are watching the episodes in the original broadcast order used on the DVD; because of this I feared that it might have been a weaker episode. It looked like that fear was going to be proved right when it becomes apparent that it is going to feature a new 'sci-fi' weapon… thankfully the weapon itself only features a couple of times and is essentially just a McGuffin. The story turned out to be one of this season's most gripping; there is plenty of decent action, a nice twist part way through and even some emotional moments. Much of this is down to Denis Farina who did a fine job as Al Lombard; a man who just wants to get to know his grandson but can't escape his past.
