This is a Lou centered episode, and there's a lot of humor in Steve Kline's script. We see Lou's cagier side when he gets arrested for drunk driving, and we get to see him in court and doing community service. Later, there's a sequence in which he and Billie take a road test at the legal limit of intoxication. Of course, they don't do so well! But funny gags aside, the more serious point is that there must be a cut-off point or some sort of line that says when something is legal or illegal. I think this idea could be redone today about marijuana. The episode's other plot, about a tip hotline, is very well done. The concern is that anonymous tipsters may be using the hotline to unnecessarily bring neighbors under the watchful eye of police. In this instance, Rossi learns that a suspicious tip is actually legit. Again, there's a bit more humor when a woman thinks he has come to collect for the paper.
