Storyline

When a teenager and her younger sister end up in the hospital after a day at the park, detectives learn that both girls were abducted from New Orleans after Hurricane Katrina along with a third sister who is still missing. Despite the interference of a local reporter, Jackson Zane, detectives are able to catch the kidnapper, a known pedophile, and recover the girl, but when Alvin Dutch dies and the autopsy determines it was Anthrax, Benson puts everything on the line so that she can get the truth out there. Louisiana really did used to execute people for certain acts of child molestation, the state allowed a person to be executed for the aggravated rape of a victim under the age of 12. The Supreme Court, however, ruled it unconstitutional and it was removed as a capital offense in June of 2008, after that a conviction of aggravated rape of a victim under the age of 12 carried an automatic sentence of life in a hard labor prison without the possibility of parole. Goofs

Casey says they don't have any probable cause to arrest Alvin Dutch so they can't hold him. However they know he kidnapped Tasha and her two younger sisters, they have her sworn statement saying so, this is more than enough probable cause to arrest Alvin on three counts of first degree kidnapping of a minor. With Alvin being an out-of-state resident with no fixed address and no ties to the community being accused of kidnapping three little girls he almost certainly would of been remanded at arraignment or at the very least been given a very high bail amount. A little kid running out in the street and being hit by a passing car starts the SVU squad on an odyssey that includes national security.

The little girl and her sister were taken from a flood ravaged New Orleans by a child predator. While looking for the sister, the perpetrator while in their custody gets very sick and dies. He's been exposed to the anthrax virus. When Benson and Stabler find the sister, she too has been exposed.

On top of this story from the beginning is Jackson Settle from the fictional New York Ledger. The man ultimately responsible for the theft of the anthrax vials from a New Orleans based laboratory is one creepy Leo Marks.

It's Settle and Mariska Hargitay's relationship with him that's the centerpiece of this episode. As long as journalists like him can pursue the truth we will be a free country.

What happens with him and Olivia is the reason to watch this episode.
