When a psychologist is murdered, an investigation reveals that she was treating paroled convicts. It's eventually discovered that one of these men killed her because he learned that she was not impartial. It is later discovered that an information brokerage firm gave him the information about her and the tools to spy on her. When the man receives only a short sentence because of a few oversights made during the investigation, McCoy decides to go after the firm for providing him with the information that set him off.
