- The highest CIA spy in Libya has become uncovered, so the CIA sends in Harm and Beth to pick him up aboard a C-130 Hercules; however, the spy shows up with a large number of his relatives; he demands that they too go, so they take them. However, engine trouble and gunfire raise complications; USS Seahawk, an aircraft carrier, is the only landing site near enough; they land without mishap. Meanwhile a seaman in the Navy has converted to the Islamic faith, and he has become accused of taking part in al-Qaeda activities; the testimony of one witness against him raises legal and moral questions. - Mac is asked to defend a sailor accused of working with al-Qaeda after converting to Islam, leading to fraught interactions in court with Sturgis Turner when he doesn't have any issues with the sailor's (deserved) guilt and life sentence being earned via a foreign government's torture of a suspect. Harm's mission to extract an agent from Libya goes awry when the man wants his family evacuated as well, and he attempts the impossible by landing his C-130 Hercules on board the USS Seahawk, which appears to be the only safe landing point. After successfully landing the C-130 on the deck of the USS Seahawk, Harm is inadvertently shown on ZNN, which puts his CIA career at risk.
- A CIA mission sends Harm and Beth O'Neil to Libya to pull an agent out of that country. But when the agent wants Harm to transport the entire family, Harm has to modify his mission while avoiding contact with the Libyan authorities. When that fails and their plane comes under attack, Harm and Beth must land on the only available landing strip...the U.S.S. Seahawk. At JAG, a Marine is accused of being involved with the Al-Queda terrorist organization and Mac is assigned to defend him against the charge.
