A newspaper in Washington prints a guest editorial supposedly by an anonymous Naval officer; the op-ed piece represents a violation of the UCMJ, because it contains words contemptuous of the PotUS. Harm, Mac, and Bud investigate; Bud finds evidence indicating that the article in question originated from Harm's office computer. Then the Office of the Inspector General of the Navy also investigates. An outside civilian group offers legal help. Harm figures out who wrote the objectionable item, he holds a press conference, and he gets a promotion to full commander. Mac encounters an unusual question about childbearing; suddenly the estranged wife of a dead Marine enters the picture.
Rabb is about to be promoted to full Commander. However a newspaper prints a highly critical editorial criticizing the President. A preliminary investigation shows that Rabb may have written the piece. Rabb must figure who really wrote the article, or he'll be thrown out of the Navy. Mac tries to help a young female when her fiancée is killed in an auto accident. She still wants to have his children, but his ex-wife won't allow it.
