Hardcastle manages to watch the news, learns that one of the criminals he sent to prison refuses parole, which isn't someone would do - so Hardcastle takes a visit to Sam Quentin prison and the prisoner informs him that quite a few prisoners who accepted parole ended up dead - and it's too much of a coincidence.

Hardcastle and McCormick then go on a mission to find out what's going on, and they learn that a group of retired judges decide to take the law into their own hands by delivering their own verdicts to criminals who slipped through the system or were given lesser sentences based on technicalities or lack of evidence.

The idea is taken right out of the Dirty Harry film Magnum Force, even down to the fact that the judges adorn police uniform and are astride motor bikes. A routine episode, but the actors playing the vigilante judges do a fine job, especially Andrew Duggan who is ornery of the lot.
