Cheryl wants an unsightly wire that crosses in the air across their property buried, but the city requires that they get the signatures of all six of their adjacent neighbors. One of these neighbors, a couple, are a holdout and obnoxious. And wouldn't you know one of them - the husband - is an attorney who wants something in return for his signature, but it's not something as simple as money. So he's not at all smooth, pleasant, competent, or reasonable, and Larry and Cheryl have to be nice to him. Maybe something not too difficult for Cheryl, but as for Larry - let's just say that complications ensue.
There's a scene where Larry is the uncomfortable witness to an argument between Jeff and Susie that gets quite heated. It's more her yelling out her complete disrespect for him - not to say he is undeserving of any of it - and Jeff standing around in that passive goofy way of his. If you've ever been around a couple having that kind of scene, it's rather difficult to unsee.
