Officers in Los Angeles would notify the Border Patrol regarding a kidnapped child, however, they would also alert the San Diego office of the CHP or local Sheriff for law enforcement activity. They would not be taken off patrol and flown down via helicopter.

When the men get out of the light green Cadillac that had all 4 door knocked off, there is no damage to the front fender where the door would have hit, and the hinges have empty bolt holes, indicating the doors were unbolted from that particular car. Silver paint on the door jambs indicates the car had been repainted another color.
In the first crash, the light blue car is a ramp vehicle used to launch vehicles that rear-end it. The ramp edge is briefly visible after the rear-ending car begins to go over the top. When viewed from the rear, the color of the light blue car is brown in the last scene of the crash after the college kids leave. The ramp car had been many colors during the series, with brown being a popular one, so it is likely only the front was painted light blue for this scene.
