Cheyenne rides into town and is quickly arrested on a trumped up charge. He finds that the same is happening to every unemployed person or drifter who comes into the town, and they are being forced to work on a chain gang in a mine.

As Cheyenne rides upon a chain gang it distracts a guard allowing a prisoner to sneak off. When the guard notices the prisoner missing he gives the man little warning before shooting to kill as Cheyenne watches. In town he stops at the local hotel and restaurant for a meal. The owner, Sharon Colton, tells him rather curtly that anyone wearing a gun is not served. After removing it, Kell, a deputy enters minus his badge. In a surly manner he asks Cheyenne who he is and where he is going forcing Cheyenne to push him in response to a slight shove. He then pins on the badge saying Cheyenne has assaulted a peace officer. After being arrested and jailed Cheyenne learns they plan to force him to work on the chain gang forever. He asks for bail which is granted for $100 since he had sixty plus dollars on him. Unbeknowst to Kell he had more money allowing him to make bail. Due to a robbery and the murder of the town founder and his son, the daughter has allowed Kell to run roughshod over the ...
