Good luck following the story; too many cuts.

Jeffords has been the agent for a year but some blue denim pants for the Apache have gone missing. Jeffords has traveled by coach to San Francisco. When he arrives at the hotel he finds an old friend. Terry Weaver.

Jeffords says he is looking for some 1400 pairs of pants. Jeffords meets a man, Joshua Norton, who invites Jeffords to stay with him while Jeffords waits for a room. Norton is somewhat of a visionary who shares his plan of having a bridge built over San Francisco Bay. An idea Jeffords finds somewhat facetious, as he does a number of Norton's ideas.

Terry tells Jeffords that Norton is a nice old man who has lost his mind. Terry also wishes that Jeffords was a practicing lawyer rather than an Indian agent.

Jeffords meets his first road block with Wilkins who claims he never received an order for pants. Jeffords says he sent three letters and a telegram. Next, it's Chenoweth who insists Jeffords has received his quota of supplies for the year. Wilkins says the pants were sent. Is that your signature? It looks like Jeffords' signature, but he knows he hasn't received any supplies.

Jeffords is going out with Terry but he is still concerned about his missing supplies. Joshua Norton is willing to write a letter on Jeffords' request when Jeffords notices all the clothes in Norton's closet are official army issue. Norton says all his clothing comes from Carmody's clothing. Jeffords decides a visit is required.

Jeffords visit Carmody's and finds out that Carmody can deliver 1000 pair of pants if needed. Jeffords smells a rat. Wilkins takes Jeffords to a warehouse where all of Jeffords supplies are stockpiled. Jeffords is on his way out when he is attacked. He defeats his attacker and is approached by a man called Jollyman who takes Wilkins and the attacker and will be taken on a ship as sailors. Jeffords realizes that Chenoweth is one of the thieves. But Jeffords is thrown into jail.

The Deputy Commissioner tries to arrest the gang and report same to the Secretary of the Interior. Jeffords is out of jail and it looks like he will get his supplies.

There must be close to nine minutes of commercial in this episode which has made the story almost incomprehensible.
