CIB are investigating a complaint against PC Steve Norton for police brutality.

The complainant Colin Keogh is no charmer himself. His mood is not lightened by other members of the police harassing him such as deliberately damaging his tail light.

The problem for CIB is that Norton has just been stabbed to death while chasing a suspect. The police do not want to break ranks when one of them has fallen in the line of duty.

What Clark finds that Norton was not popular with his fellow officers, he tended to be headstrong and there might have been a conspiracy not to deliberately respond quickly to his radio calls.

It is interesting to see Clark's life descending. He looks like a wreck now his marriage has collapsed and he is homeless. Clark even gets beaten up in a pub fight.

As for the Norton story. It was interesting to see that even his fellow officers had no time for his thuggish ways. Some of them were left scarred with his brand of aggro.

There is an early role for Jonny Lee Miller. Also Jerome Flynn makes his first appearance as a love interest for WPC Dean.
