I'm guessing the writers were trying really hard to get Barbara on fan's good sides. I mean, the Batman fan base doesn't have the best track record for accepting new characters. Granted, Batgirl already existed in the comics by this point, but you get the idea. They could've made Batgirl just a damsel in distress, or just a plot device, but thankfully they decided to make her a real character. While I find it kind of difficult to believe that Barbara (an amateur crime-fighter), has an easier time of dispatching criminals than Bruce and Dick, the point of her being in the episode was to show that she could hang with the big boys. It might not be as good of a debut as Riddler or Two-Face, but it's certainly a good start to her character.
