"Bureaucrat" refers to E. J. Heiss (David Wayne), who claims to be 'the chief of the Bureau of Federal Regional Development and Planning for Underdeveloped Suburban Areas, Mines, Parks, and Indians,' arrested for public drunkenness (Fish: "drinking should be done in the privacy of one's home...where it's necessary!"). Barney learns that there are 1200 federal bureaus (and that's just 1975!), while all calls to Washington are never returned. Meanwhile, Wojo calls the health department to complain about the local deli (a dead fly in his sandwich), despite Yemana's grousing that nobody else in the neighborhood delivers (Milton Selzer plays the owner). Chano is late for work after finding his apartment ripped off ("I don't sleep in my apartment!"). A bit embarrassed about putting his own name down under 'victim,' he perks up when a tip leads him to the culprit: a 12 year old boy (Claudio Martinez). Milt Kogan makes the second of his six appearances as Officer Kogan downstairs (Levitt's predecessor), while both Harris and Barney's wife Liz are again absent.
