This episode sees the Minbari getting a new and improved Grey Council--one that is now controlled by the Working Class in order to stop the bickering between the Warrior and Religious Classes.
As for the rest of the show, Sheridan is finally mad--REALLY, REALLY mad!! The Earth Alliance ships are now targeting civilian ships and massacring innocent men, women and children, so Sheridan realizes it is now time to take decisive action. In a calculated attack, his ships attack just the Earth ships that had committed these atrocities--hoping that the commanders of the other ships would not take part or join with Sheridan's forces. A series of amazing and spectacular battles ensue and the show is certainly gripping as the ships score victory after victory. Also, interestingly enough, when the battle is over, yet more ships have defected to Sheridan's forces for good.
