The big news in this episode is that the "good guys" wind up discovering who two of the traitors are, the ones they had no idea about: a mole inside the CTU ("Spenser," no surprise there) and - the big shocker (to them) - the President's Chief Of Staff, "Walt Cummings" (John Allen Nelson)..

How this is discovered I won't say so as to spoil everything about the episode. Suffice to say there is a lot of suspense at both the CTU and at the White House. However, the suspense regarding the latter is not Cummings but that the First Lady escapes out the bathroom window. Mrs. Logan was going to be sent to Vermont to a mental health facility and wanted no part of that. She's still being portrayed as the girl "who cried wolf" when she didn't.

Jack, now back in good graces at CTU (sound familiar?) says he'll go after Cummings since they don't have enough to charge the President's Chief Of Staff and the hunt continues for the people behind the assassination of ex-President Palmer, since they all figure that person and the head of the terrorists are one-in-the-same.

Meanwhile, Chloe puts on one of the worst examples of her incredibly obnoxious and rude behavior to several people at CTU. In real life, this woman have been canned a long time ago for extreme insubordination. You just want to slap this you-know-what but she always turns out to be a valuable ally for Jack.

What all of the above does is manipulate the viewers' emotions, something this program is excellent at doing. It really gets you involved with both the story and the characters, good and bad.
