Who knows who these firemen were or what they were exempt from. I can only assume that the reason they were exempt from whatever it was they were exempt from was because of their age as most of the firemen look as if they're about 70-plus years old.

The film isn't very good. It lasts for about one-and-a-half-minutes and for much of that time it's difficult to make out that a parade is actually taking place - it just looks like a bunch of men strolling across a bridge. There were many dull films like this before filmmakers slowly awoke to the potential of film for telling stories. It's lucky for us that they did otherwise cinema would have died before it had a chance to really live...
