Doubtful. More than likely he was just happy to receive a superior weapon and gave himself a 'Merry Christmas'. In other words, He was just happy to have that weapon. Nice eye, though.More likely a subtle reference to the fact that he was in on it from the start. Remember the master-mind said "time to give them their christmas presents" and then the helicopter dropped the back with guns etc.
If you watch closely while Conrad is in the tower making the phone call, he picks up the roll of duct tape right after the power is cut.
