Essentially this a joke within a joke the State celebrating forty-three years of doing Halloween specials when they're all clearly still in their 20's.
All logic aside, it works because everyone makes it somewhat believable through deadpan comedy, Jon Stewart gives a hilarious performance commenting on the state: "They taught us how to fight and how to laugh".
How they got so many stars to comment on this Garafolo, Tim Daly, Alan King to do this is beyond me, but they did it and it works.
The skits shown are alright, some hits and some misses The State was always a mix bag of bad jokes and gags that went nowhere and some really clever gags.
Overall though if you're a state fan this is worth a look.
