It is very easy to pass this film as political propaganda at first glance, but one needs to understand the Chinese history between the end of World War II and the establishment of the People's Republic of China in order to realize that it is really not.
The film was just a plain description of how the people's support was lost by the old regime due to corruption and consequently, turned to the revolutionaries of the new regime. The daily life of common citizens could not be maintained at the minimum level of survival, revolutions are bound to happen, and it would be no surprise for the corrupted regime to be overthrown.
